LANCASTER, Pa. — The owner of Abreu Auto Service, Franklin Abreu-Rosario, was charged with violating state vehicle sales laws after he allegedly charged a customer a $1,000 fee to make monthly payments on a Chevrolet Trailblazer, reports Lancaster Online.
Installment sellers are required by the state to be licensed, which Abreu-Rosario was not. The customer later paid in full for a Nissan vehicle, but Abreu-Rosario failed to provide a title after several months. When the customer attempted to return the car, Abreu-Rosario refused, prompting the customer to report him to the police.
Police discovered the Nissan was a salvage vehicle that Abreu-Rosario had sold without a safety inspection or obtaining a title for a reconstructed vehicle.
