The association is opposed to the bill, AB 68, for the following reasons:
The Car Buyer's Bill of Rights would:
Mandate a 3-day cooling off period for used-vehicle sales by dealers
Define "certified used cars" in a manner that will lead to endless litigation
Cap dealer finance income at 2.5 percent for deals of 60 months or less, 2 percent for deals exceeding that length
Require itemization of aftermarket products (such as theft deterrent and protection products), including the actual monthly financed cost of each item
CMCDA said the bill, if enacted, would severely harm dealer business by limiting income from vehicle sales and would limit consumers’ ability to finance vehicle purchases, according to the American International Automobile Dealers Association.
A similar bill was vetoed by Gov. Schwarzenegger last year, and CMCDA contends the bill’s author has made no attempt to correct its flaws.
